The journal “Bulletin of Tuva state University” is a printed publication of the Federal state budgetary educational institution of higher education” Tuva state University ” (Tuvsu). Created on the basis of the decision of the Academic Council of Tulsu (Protocol No. 14 of February 01, 2009)

The media registration certificate PI NO. FS77-49206 was issued on March 30, 2012 by the Ministry of press, broadcasting and mass media of the Russian Federation.

The journal is included in the RSCI database.

Articles submitted for publication in the “Bulletin of Tuva state University” are original author’s materials. All published materials are subject to mandatory external scientific review and expertise.

Vestnik of Tuva state University is guided by the legislation of the Russian Federation and regulations of the Ministry of science and higher education of the Russian Federation.

The main goal of the scientific journal “Bulletin of Tuva state University” is to create a scientific information environment and disseminate information about scientific developments and research conducted by scientists of Tuvsu and the Republic of Tuva, scientists and specialists from other regions of Russia and abroad.

The editorial Board and Editorial Board, which includes leading scientists of Tuvsu and the Republic of Tuva, other universities and scientific institutions of Russia and foreign countries, are the Advisory bodies of the journal that determine positions on specific issues, problems, and prospects of the journal’s activities in maintaining a high professional level of the publication.

Legal bases and ethical aspects of editorial policy of the journal’s Advisory bodies.

The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals, supports the Code of ethics of scientific publications, formulated by the Committee on ethics of scientific publications (Russia, Moscow) and is based on the ethical standards of editors and publishers, enshrined in the Code of conduct and best Practice Guidelines for journal Editors and the Code of conduct for journal publishers, developed by the Committee on publication ethics — Committee on Publication Ethics (COPE).

Principles of professional ethics in the activities of the editorial Board and thematic boards of the journal and publisher of the “Tuvan state University”:

  • When deciding about publication of copyright material, the editorial Board is guided by reliability of data presentation and scientific importance of the work.
  • The editorial Board should evaluate the intellectual content of manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political preferences of the authors.
  • Unpublished data of author’s materials submitted for publication in the journal should not be used for personal purposes or transferred to third parties without the written consent of the author. —Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.
  • The editorial Board should be guided by modern legal requirements regarding copyright, legality, and plagiarism and libel set out in Russian legislation, and ethical principles supported by the community of leading publishers of scientific periodicals, i.e. it should not allow publication of information if there are sufficient grounds to believe that it is plagiarism.
  • The editorial Board together with the publisher must not leave unanswered claims that relate to the author’s materials submitted for publication (or published) in the journal, and must take all necessary measures to restore the violated rights when a conflict situation is identified.
  • The editorial Board ensures the validity of its decision to publish the claimed author’s materials by involving leading Tuvsu scientists and third-party experts as reviewers in their discussion. Considering reviewing as an important link in ensuring the exchange of scientific information, the editorial Board expects reviewers to adhere to the following principles:
    a) the author’s materials sent for review should be considered as a confidential document that cannot be passed for review or discussion to third parties who do not have the authority of the editorial Board;
    b) the reviewer must give an objective and reasoned assessment of the research results (personal criticism of the author is unacceptable);
    c) unpublished data obtained from the author’s materials submitted for review should not be used by the reviewer for personal purposes;
    d) a reviewer who, in his opinion, does not have sufficient qualifications to evaluate the author’s materials submitted for publication, or cannot be objective, for example, in the case of a conflict of interests with the author or organization, should inform the editorial Board about this with a request to exclude him from the review process of these materials.

Recognizing all copyrights to materials submitted for publication in the journal, the editorial Board assumes that authors should be guided by the following principles:

  • The authors of the article must provide reliable results of research. Obviously erroneous or falsified statements are unacceptable.
  • Authors must guarantee that the research results presented in the materials submitted for publication are completely original. Borrowed fragments or statements must be made with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or assigning rights to the results of other people’s research, is unethical and unacceptable.
  • It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the research, in particular, the article should contain references to works that were important during the research.
  • Authors should not submit to the journal materials that have been sent to another journal and are under review, as well as an article that has already been published in another journal.
  • All persons who have made a significant contribution to the research should be listed as co-authors of the article. It is not allowed to specify persons who did not participate in the study among the co-authors.
  • If the author finds significant errors or inaccuracies in the article at the stage of its review or after its publication, he should notify the editorial Board of the journal as soon as possible.

The rights to use the materials published in the journal “Bulletin of Tuva state University” belong the Tuvan state University (Tuvsu) as the publisher and founder of the journal.

The scientific journal “Bulletin of Tuva state University” consists of the following issues:

  • Issue 1. Social and human Sciences.
  • Issue 2. Natural and agricultural Sciences.
  • Issue 3. Technical and physical and mathematical Sciences.
  • Issue 4. Pedagogical Sciences.

In 2019, the scientific journal “Bulletin of Tuva state University” will be published 16 times a year, 4 issues per quarter. Issues Of ” Bulletin Of Tuvsu. Social and humanitarian Sciences”, ” Bulletin of Tuvsu. Natural and agricultural Sciences”, ” Bulletin of Tuvsu. Technical and physical and mathematical Sciences ” and ” Bulletin of Tuvsu. Pedagogical Sciences” will be published in March, June, September, and December. The transition to the new format implies that the following journal parameters will be changed: conditions for publishing a scientific article, technical requirements for the article design, etc.

The magazine is published 16 times a year (4 issues per quarter).
